Hon’ble Chairman,
Yesterday, 14th May, 2019, around 6pm, Shri Amit Shah, Member of Parliament (Rajya Sabha) was attacked while holding a road show in Kolkata, West Bengal. The road show was held with all due permissions obtained.
Around forty (40) unlawful elements were hurling abuses while pelting stones even as they were beating people around them with bamboo sticks and iron rods. While protecting Shri Amit Shah many people got grievously injured. Shri Shah was protected and rescued by Central Forces.
It is a matter of concern that police personnel were not available in adequate numbers; while those who were present were only mute spectators even as the unruly incidents were unfolding. It is unacceptable that a member of the House (The Rajya Sabha) was being attacked in public and the police was only watching the developments. This is completely unacceptable in a parliamentary democracy.
Is the state of Bengal not competent enough to protect the right of speech and right to life of even a member of this house while he is the midst of common people?
The state of Bengal could not ensure the safety of Members of Parliament?
Hon’ble Chairman Sir,
You will agree that it is a matter of privilege of this house under Rule 187, in chapter 16 of Rajya Sabha Rulebook governing privileges, that a member be protected. This involves a murderous assault on a member of this House and is clearly a case of breach of privilege.
Hon’ble Sir,
There is an urgent need to call for a report from the Bengal Government which should state in detail the circumstances which lead to such violence threatening the safety of a Hon’ble Member, in this case, Shri Amit Shah.
The State Government of West Bengal, the Kolkata police officers posted on the spot and the assailants are guilty of breach of privilege and liable to be punished accordingly.
